Assemblyman Bill Monning (D-Carmel), Chair of the Assembly Committee on Health, joined Surgeon General Dr. Regina Benjamin, in Sacramento, for the release of The National Prevention Council Action Plan Wednesday. At the Surgeon General’s invitation, Monning joined other state leaders in a roundtable discussion on how to implement the plan under the national Affordable Care Act.
Established by the federal legislation, the National Prevention Council coordinates federal agencies concerning healthcare wellness, prevention, and promotion. In June 2011, the Council published a broad set of recommendations as the National Prevention Strategy. The Action Plan moves from vision to practical application working with federal, state, and local healthcare faculties.
Surgeon General Benjamin announced the Action Plan as nation’s “first health and wellness” effort that increases the number of people “healthy at every stage of life.”
“The National Prevention Council Action Plan is a road map to turning around the huge burden of chronic illness and health disparities that the nation and individual Americans currently bear,” said Benjamin. “I believe that prevention offers the greatest opportunity to improve the health of America’s families, now and for decades to come.”
Kathleen Sebelius, Health and Human Services Secretary, said “Currently, chronic diseases and conditions account for at least 7 of every 10 deaths in our country, and many of these conditions are preventable. Our council’s commitment to promoting health and preventing disease across each of our areas of responsibility is a commitment to helping Americans lead longer, healthier, and more productive lives.”
“The action plan includes for the first time, commitments from all of the 17 federal departments and agencies on the council to increase tobacco free environments and access to healthy, affordable foods and to identify additional opportunities to consider prevention and health by their agencies,” writes the Health and Human Service’s news release. “Additionally, the action plan highlights more than 200 specific prevention and wellness actions that federal agencies are already taking or plan to take to implement the National Prevention Strategy.”
Assemblyman Monning says, “By working in partnership with the federal government, the state will be able to expand its existing efforts to reduce health disparities among Californians, decrease the incidence of preventable and chronic conditions, and develop a more cost-effective and efficient healthcare system.”
